This is the creation of cartoonist and Mechanical Engineering Professor Jorge Cham, who got his PhD at Standford and taught at Cal Tech for a while. It comes from the not-so-politic phrase for the degrees offered at most universities: BS - Bulls*#t, MS - More s*#t, PhD - Piled Higher and Deeper.
